For now, at the EU level, new technology including AI is regulated by the same regulations than any other defective product, namely part of the Product Liability Directive at the EU level, or tort and insurance law of Member States. But AI characterized products carry different risks of harm, and the same treatment policy actually results in inefficient or unfair allocation of compensation to the victims.

The final CIPROVOT event “How to best train volunteers?” successfully took place in Brussels, last Wednesday, November 20^th. The venue was at the Umbria Region, in Schuman, and it welcomed external speakers from the Red Cross EU and DG Education.

Mr Eberhard Lueder, Red Cross, offered a perspective on Volunteer Training, explaining the frequent asked questions that the organisation received regarding the training, practice and motivation of volunteers.

As for DG Education, it was represented by Ms Malgorzata Kozak, who delivered a speech about the impact of Erasmus+ programme - which has funded CIPROVOT – for climate change.

Overall, it was an opportunity for participants to learn more about the project, including its training methodology and framework, which resulted in the development of a MOOC that was elaborated in four different idioms – English, Spanish, Portuguese and Italian. These results were presented by CESIE and APSU, direct partners in the project. APSU presented an interactive exercise to collect feedback and suggestions on the exploitation of the project results.

BEREC ( Body of European Regulators for Electronic Communications) has launched a consultation on its 2020 work programme which includes also the first elements of a mid-term strategy. Next year, BEREC will primarily focus on the important, mandatory projects, which cover the five strategic priorities of BEREC. The 5G implications continue to be a strong focus in the BEREC Work Programme, in particular the implications 5G may have on the ecosystem and consequently on regulation. Net Neutrality or Open Internet will remain an important focus for BEREC, with the update of the Net Neutrality Guidelines in the beginning of 2020.

PSCE provides its feedback to the planned activities on the preparation of guidelines for the implementation of EECC article 110 on Public Warning Systems as well as the regulatory requirements to support adoption of 5G for public safety mobile broadband applications.

PSCE is happy to announce CIPROVOT’s final event “How to best train volunteers”, taking place in Brussels, on November 20^th. The event will count with speakers from the Red Cross EU Office, DG ECHO and DG Education as well as CIPROVOT’s partners who have contributed to the development of the project.

CiProVoT- Civil Protection Volunteers Training project is co-funded by DG EAC, Erasmus +: Key Action 2, Strategic Partnership in the field of Adult education. The project started on 31 December 2017 and it will officially finish on 31 December 2019 and it aims at aims developing a trans-national – European – training course module for Civil Protection Volunteers.

During the event, the project will be presented, as well as the results of its research. This is an event addressed to professionals working with Civil Protection organisations, humanitarian and volunteering associations, policy makers and everyone who is interested in overall international cooperation.

In about two years, six partners have contributed to the development of this project, elaborating a “Comparative training methodology for dealing with knowledge, skills and core competencies of Civil Protection volunteers” and a final “Report on practices and skills identification of Civil Protection volunteers”.
