PSCE White Paper Consultation & Workshop

PSCE is currently working alongside the SecInCoRe, EPISECC, SECTOR and REDIRNET Projects to develop online ELSI Guidelines and a white paper on “Common Information Spaces” for disaster risk management.

Disaster risk management is characterized by increasingly intense information sharing. Digital technologies and infrastructures offer new interoperability, immediacy, efficiency and novel opportunities for collaboration around big, detailed, local, and citizen data, but they also introduce complex ethical, legal and social challenges (ELSI) around data quality, relevance, usability, privacy, data protection and sharing.

The guidelines cover the following topics:

  • Ethical issues (such as Autonomy, Inclusiveness, Fairness)
  • Legal issues (Human and Civil Rights, Data Protection)
  • Social issues (Security, Trust, Privacy, Diversity)
  • Collaborative Governance of Common Information Spaces
  • Lawful Conduct in Common Information SpacesSecurity
  • Interoperability


The first stage of this endeavour will take the form of a workshop on “Information Infrastructuring for Disaster Risk Management: Addressing ELSI in Information Sharing” which will take place on 26 January 2017, from 9:00 until 17:30, at Hotel Bloom, Brussels.

Mr David Lund, coordinator of BroadMap, will speak on behalf of PSCE.
